PHA Transfer Register

With the introduction of Cornwall HomeChoice we no longer hold our own Transfer list for PHA tenants who want to move within or to the Penwith area. Any tenant wanting to transfer must apply to Cornwall Homechoice which gives priority according to certain factors. You can do this on-line at www.cornwall.gov.uk and all applicants are assessed in the same way. We have written to everyone on the Transfer Register to let them know this is happening.

Unless there are exceptional circumstances we do not usually offer a transfer to tenants who have a probationary tenancy

Applications to Cornwall HomeChoice made on one or more of the following grounds will be placed in a higher band:

  • under-occupation especially by elderly tenants
  • overcrowding where not caused deliberately (moving lodgers in etc)
  • confirmed health, mobility or social reasons
  • management reasons where the transfer would be to the benefit of the association
  • job requirements where confirmed by the employer
  • living in an upstairs flat with young children and no garden available (especially those under 7)
  • tenants living separately who wish to live together

Priority will be given to the first four above. Applicants unhappy with decisions made on any of the above can appeal using the Council's appeals procedure.

To receive an offer of a transfer you should not owe a debt to PHA and your current property must pass an inspection to ensure the conditions of tenancy have not been broken. Applicants unhappy with decisions made on Transfer offers can appeal using our appeals procedure.
