PHA is led by voluntary board members, drawn from residents and the wider community.
The board has 12 members, and comprises:
- four resident members
- four community members
- four local authority representatives.

| Gail Hunt Chair of PHA. Board member of PHA since 2002. Board member of DCHT, group treasury, nominations and remuneration committees. Gail is a fellow of the Institute of Chartered Accountants. She currently advises groups and agencies working with people with a learning disability, and is also treasurer of Cornwall Advocacy, treasurer of The Lescudjack Centre. Previous experience was as finance director of a charity for 10 years, which became an RSL, housing and supporting homeless people, and has extensive knowledge of the building and property market. |

| Peter Ede Vice-chair of PHA. Board member of PHA since 1993. Peter is a retired senior lecturer (construction). He was a council house tenant for many years, and his knowledge of construction and the repair and maintenance of housing enable him to make a valuable and practical contribution to the association. He is chair of the association's environmental working party.

| Carol Bosworth Tenant board member of PHA since 1995. Board member of DCHT and group remuneration and community investment fund committees. Carol has been a tenant representative since 1995. She was the founder member of the Treneere Residents' Community Association and held the position of chair for 13 years. Carol is chair of Surestart Lescudjack and she has a vast experience of community work. She is also vice-chair of Age Concern (Penzance).

| Frank Bowater Tenant board member of PHA since 2006. Frank is a member of numerous committees, PTC, resident auditor, constitution and management, and previously over the 10 years has built on tenants’ needs and aspirations for what they expect from PHA.

| Norman Emberson Tenant board member of PHA since 1993. Norman has been a Penwith tenant since 1982. His wide ranging voluntary activities include being chair of the forum of Youth Build (UK), vice-chair of the Cornwall branch of the Chartered Institute of Housing, and is on the executive committee of the south west branch of CLIC. He is a "tenants' friend" for several local and out of county RSLs. Norman is also involved in several community activities, both locally and internationally.

| Clive Harrold Independent board member of PHA since 2002. Clive works as Head of Finance for the Penwith Community Development Trust, which works in partnership with over 30 community and voluntary groups in west Cornwall. Prior to this, Clive spent 12 years as Assistant Director of Central Services and Chief Internal Auditor with Penwith District Council.

| Geoff Lane Independent board member of PHA since 2002. Geoff is retired after a career in public sector housing management. He is part of a group trying to bring more social (affordable) housing to Newlyn. Additionally, Geoff is heavily involved in playing and administering bowls in west Cornwall.

| Roy Mann Board member of PHA since 1997. Roy was elected to Penwith District Council in 1992 as a Ludgvan Ward member. chairman of the council from May 2001 - 2003. Elected as a county councillor in June 2001. Also a Madron parish councillor for the past 27 years and elected to the Penzance Town Council in 2004.

| Tony Sheridan Independent board member of PHA since 2006. Tony is a former Fellow of the British Computer Society and the Chartered Institute of Personnel & Development. He took early retirement from his career in IT and telecommunications. Tony is a trainee solicitor and a regional committee member of Citizens’ Advice.

| Mike Smith Tenant board member of PHA since 2005. Mike spent most of his working life in the electronics trade. He took early retirement to look after his disabled wife Elaine. Mike is involved in charity work; he is a volunteer driver with Age Concern and a member of the National Coastwatch Institute. Mike endeavours to champion the needs of the tenants he represents, elderly and disabled people.

| Angela Stevens Independent board member of PHA since 2006. Angela is a qualified accountant currently working in the planning department for the Royal Cornwall Hospitals NHS Trust. In addition to being an experienced project manager, specialising in capital schemes, she also has extensive experience of financial management within the private and public sector.

| Caroline White Board member of PHA since 1998. Caroline has been a district councillor for Penzance East Ward since 1998, serving on the social economic & environment committee. She is also on Penzance Town Council and was mayor 1997-1999. Before retirement, she worked for the homeless and unemployed at YMCA Cornwall and in the Breadline drop-in centre in Penzance. |
