PHA board members

Our stakeholder day 2007PHA is led by voluntary board members, drawn from residents, the local authority and the wider community.

The board is comprised of up to 12 members:

  • four resident members
  • seven community members
  • one local authority representative

All our board members are elected at the annual general meeting. Please contact us or click here if you would like information on how to stand.

Currently there are the following nine board members:

Gail Hunt

Chair of PHA

Independent board member of PHA since 2002.

Membership - Board member of DCHT, Group Treasury Committee, Group Nominations Committee, Group Remuneration Committee, PHA Review Committee.

Gail is a fellow of the Institute of Chartered Accountants. She currently advises groups and agencies working with people with a learning disability and is also treasurer of Cornwall Advocacy and treasurer of The Lescudjack Centre. Previous experience was as finance director of a charity for 10 years, which became an RSL, housing and supporting homeless people, and has extensive knowledge of the building and property market.

Peter Ede

Vice-chair of PHA.

Independent board member of PHA since 1993.
Membership - Chair of PHA Neighbourhood Committee and Environmental working party.

Peter is a retired senior lecturer (construction). He was a council house tenant for many years, and his knowledge of construction and the repair and maintenance of housing enable him to make a valuable and practical contribution to the association.

Carol Bosworth

Tenant board member of PHA since 1995.

Membership - Board member of DCHT, Group Remuneration Committee, Group Community Investment Fund Committee and PHA Neighbourhood Committee.

Carol has been a tenant representative since 1995. She was the founder member of the Treneere Residents' Community Association and held the position of chair for 13 years. Carol is a director and chair of The Lescudjack Centre and she has a vast experience of community work. She is also vice-chair of Age Concern (Penzance).

PHA Board member Carol Bosworth

Norman Emberson

Tenant board member of PHA since 1993.

Membership - Chair of the PHA Doing Things Better Group, member of the Group Community Investment Fund Committee and PHA Neighbourhood Committee.

Norman has been a Penwith tenant since 1982. His wide ranging voluntary activities include being chair of the forum of Youth Build (UK) and vice-chair of the Cornwall branch of the Chartered Institute of Housing. Norman always has the tenants' best interests at heart and encourages their participation in all aspects of housing. He is a "tenants' friend" for several local and out of county RSLs and is also involved in several community activities, both locally and internationally.

Chris Goninan

Co-opted Council board member since March 2010

Membership - PHA Neighbourhood Committee

Chris is a Cornwall Councillor for the St Just Electoral Division and is chairman of Penwith 50+ Forum and the Board of Directors of Penwith Radio Station. He is also a Trustee of St Just and District Community Sports Association and secretary of St Just Cricket Club. Before he retired he was a teacher at Humphry Davy Grammar School for Boys and Cape Cornwall Comprehensive School.

PHA Board member Chris Goninan

Clive Harrold

Independent board member of PHA since 2002.

Membership - Chair of PHA Review Committee and member of Group Audit Committee.

Clive works as Head of Finance for the Penwith Community Development Trust, which works in partnership with a wide range of community and voluntary groups in west Cornwall. Prior to this, Clive spent 12 years as Assistant Director of Central Services and Chief Internal Auditor with the former Penwith District Council. Clive has worked as a volunteer with Penwith Gateway Club since 1991 and has been chairman since 1999.

Beth Semmons

Tenant board member since 2008.

Membership - PHA Review Committee.

Beth has been on the DCHA regional committee for nine years and TAPS before that. Chair of her local residence association and an active worker in the community, Beth is also a founder member of CN4C and has been a member of its board since inception and is now Chair. A single parent of two and a grandparent, Beth was a secondary school teacher until forced to retire through disablement. Beth feels that through life's experiences she has come to understand many of the problems facing our tenants and hopes to represent them as well as she can.

Alan Shepherd

Independent board member since June 2009.

Membership - PHA Review Committee and Group Treasury Committee.

Alan is the former Chief Executive of Cornwall Marine Network and currently operates a business management consultancy, specialising in taxation and marine issues, and is closely involved with partners in projects working towards a low carbon economy for Cornwall. A past Chair of the Board of Kerrier & the Fal Credit Union, he has been a Trustee of Penwith Community Development Trust for the past five years and is also Chair of Hayle Runners and of ILCM, a Community Interest Company, which not only serves Cornwall but works with the community and voluntary sector throughout the UK.

PHA Board member Alan Shepherd

Mike Smith

Tenant board member of PHA since 2005.

Membership - Group Audit Committee, Group Nominations Committees and PHA Review Committee.

Mike spent most of his working life in the electronics trade. He took early retirement to look after his disabled wife Elaine. Mike is involved in charity work; he is a volunteer driver with Age Concern and a member of the National Coastwatch Institute. He is also a director and trustee of GOFA. Mike endeavours to champion the needs of the tenants he represents, elderly and disabled people.

Caroline White

Board member of PHA since 1998.

Membership - PHA Neighbourhood Committee.


Caroline is chair of Treneere Together and Neighbourhoods Partnerships, and is a Penzance Town Councillor. She was Mayor of Penzance 1997-1999. Before retirement, she worked for the homeless and unemployed at YMCA Cornwall and in the Breadline drop-in centre in Penzance.
